Unlike the commercial recruitment agreement signed last year, this MOU focuses on reinforcing ethical recruitment practices between Global Business Alliance (GBA) and its agency partners in the Philippines, Nepal, and Indonesia. By establishing clear guidelines for overseas recruitment agencies, this agreement ensures that international workers receive fair treatment, proper job placements, and protection of their rights.
The signing ceremony was attended by key stakeholders, including Rocky Dela Vega (Chief Strategy Officer, Staffhouse) and John Kristoffer Ruiz (Business Development Consultant for Japan). Representing Japan were Nobuhiko Matsumoto (GBA / TSC Japan), Kazunari Koizumi (Mayor of Narita), Shingo Amemiya (Chiba Prefecture Council), and Yoshiyuki Mano (Narita City Council). Their presence underscored Japan’s increasing commitment to migrant worker rights and ethical hiring standards.
Following the MOU signing, fruitful discussions took place regarding the growing demand for migrant workers in Narita and throughout Japan. Notably, Narita Airport, a major hub for international travel, already employs a significant number of Filipino workers. With planned renovations and expansions, the demand for overseas employment is expected to rise. Currently, 7% of Narita’s population consists of foreign workers, reflecting Japan’s increasing openness to international workforce solutions.
This trend is further supported by Japan’s evolving immigration policies and labor market reforms, which aim to address critical workforce shortages in key industries. As Japan continues to experience an aging population and declining birth rates, the reliance on foreign workers is expected to become even more pronounced, fostering a more diverse and dynamic labor force in the years to come.
As part of the visit, Staffhouse representatives also met with Assistant Labor Attaché Barwin Scott at the Migrant Workers Office (MWO) in Tokyo. This meeting was pivotal in aligning Staffhouse’s initiatives with the Philippine government’s efforts to ensure the welfare of Filipino workers in Japan.
