Staffhouse Participates in the World Development Report 2023

2. Language Proficiency
Meeting the language requirements of destination countries, whether in English or other foreign languages, is another challenge. Capistrano emphasized that language barriers can hinder the seamless integration of Filipino workers into their overseas work environments.

3. Stringent Immigration Policies
Many destination countries maintain strict immigration policies, making it challenging for Filipino workers to secure the required work permits and entry visas. Navigating these regulations requires meticulous attention to detail and compliance.

4. Deployment Delays and Processing Time
The time-consuming deployment process and long processing times for Filipino workers are significant concerns. These delays can result in financial strain for workers, potentially making them more susceptible to exploitation.

In terms of communicating with the government to meet the global demand for Filipino workers, Capistrano highlighted the proactive engagement of private recruitment agencies. These agencies maintain an open and consistent dialogue with DMW.

 

Industry leaders are actively involved in a Technical Working Group that meets with the Office of the Secretary monthly. This collaborative approach, where private recruitment agencies are regarded as true partners in managing the overseas employment program, reflects a significant change in thinking under the current administration. This open channel of communication enables the recruitment sector to effectively address prevailing issues and concerns and work in tandem with the government to meet the demands of overseas employment.

Renowned for his expertise in labor migration and ethical recruitment, Capistrano is a familiar face at regional and international forums. His involvement spans various roles, including speaker, panelist, advisor, and resource person for conferences organized by prominent entities such as the International Labour Organization (ILO), International Organization for Migration (IOM), and Verité. Currently serving on the panel of Experts for UP-CIFAL’s Professional Course on Global Migration (PCGM), Capistrano is also the Chairman of the Philippine Employment Agencies for Corporate Employers in the Middle East (PEACEME).

After earning his degree in Organizational Communications from the University of the Philippines, Capistrano dived straight into the world of work.
